1997年的五月台灣與加拿大兩國之間第五屆高等教育會議上，雙方在相互學術交流的基礎上，簽訂了1997-2000年的兩國間大學生短期交換計畫，決定提供獎學金，甄選兩國大二升大三的大學生到彼此兩國的大學院校交換就讀，以促進實質的學術交流。

19997年九月，共有十九位來自台灣各大學院校的大三男女青年學生來到加拿大，分佈在從加拿大西岸維多利亞大學、英屬哥倫比亞大學、賽門飛沙、亞柏達大學、卡加力大學、到東岸的多倫多大學、西安大略大學、滑鐵盧、卡爾頓大學、到位在魁北克省的蒙特利爾大學，都有台灣的交換學生在。

In 1997, there were 19 Taiwanese university students having joined this first exchange program between Taiwan and Canada. From Uvic, UBC, UNBC, UCalgary, U of Alberta, U of Toronto,U of Guelph, U of Western Ontario, Carleton U, and U de Montreal, we were studying here, living here, and enjoying our life here. Now we got something to share with you, our writing, and our life in Canada.

En 1997, il y avait 19 etudiants et etudiantes Taiwanais qui vient des universites differents ont participe cette programme d`echange entre Taiwan et Canada. De Uvic, UBC, UNBC, UCalgary, U of Alberta, U of Toronto,U of Guelph, U of Western Ontario, Carleton U, et U de Montreal, on avait etuduants d`echanges partout le Canada. Maintenant, on voudrai bien partager nos experiences , nos etudes, nos vies, et nos voyages en Amerique du nord avec vous.
